Residential blocks rely on careful management behind the scenes. From safety compliance to maintenance planning, effective block management plays a vital role in protecting both residents and property values.

That is why Chelton Brown launched CB Block Management Services in January 2025, creating a dedicated division focused entirely on the management of residential developments and communal properties.

The launch followed the acquisition of one of Northampton’s well-established block management agencies. While the company is not being publicly named, the acquisition allowed Chelton Brown to expand its expertise and bring an existing portfolio of developments under the new CB Block Management service.

Today the division manages over 50 blocks comprising more than 700 individual units, reflecting a growing demand for professional and proactive block management across the region.

Experienced leadership

The division is led by Tori Chelton Brown, Director of Block Management, who brings significant experience within the property sector. Tori is fully qualified in Residential Lettings and Property Management and oversees the strategic direction of the service.

Professional development continues to be a priority for the team. Both Tori and Toni have completed Propertymark Block Management courses, strengthening their specialist knowledge of block management regulations and industry standards.

CB Block Management Services is also an Associate Member of The Property Institute, with the team working towards achieving full membership.

A comprehensive management approach

Managing a residential block requires far more than simply arranging repairs. Compliance, financial oversight and long-term planning are all essential to maintaining a well-run development.

CB Block Management Services provides a complete management solution designed to ensure properties remain safe, compliant and well maintained.

Services include:

  • Fire safety assessments and inspections
  • Regular site visits and communal area upkeep
  • 24/7 maintenance response
  • Annual budgeting and project planning
  • Management of service charge funds
  • Organisation of Annual General Meetings and directors’ meetings

Fire safety remains a key priority. The team carries out regular fire risk assessments, weekly fire alarm tests and annual inspections alongside the local Fire Officer to ensure buildings remain compliant with regulations.

Flexible services for different developments

Every residential block operates differently, which is why CB Block Management Services offers several levels of support depending on the needs of the development.

The Bronze package focuses on essential compliance checks and arranging any required remedial works.

The Silver package provides a wider management service including contractor coordination, compliance oversight, site visits and budget planning, without the need for a client account.

The Gold package offers full block management including service charge collection through a dedicated client account, contractor management, site visits, director meetings, project planning and support with insurance claims and Section 20 consultations.

For developments requiring a fully comprehensive solution, the Platinum package includes additional services such as organising building insurance, ground rent collection, emergency out-of-hours support, company secretarial services and full professional accounting support.

Supporting well managed communities

With a growing portfolio of developments and a specialist management team in place, CB Block Management Services represents a significant expansion for Chelton Brown.

Whether a development is seeking a new block management provider, reviewing its current arrangements or looking for professional support with compliance and maintenance, the service is designed to provide reliable and transparent management.

Today marked a historic moment as King Charles III delivered his first speech, outlining the government’s priorities for the upcoming year. Among the key announcements were significant reforms impacting the rental and property sectors. Let’s delve into the three major takeaways that should be on every letting agent and landlord’s radar.

Renters (Reform) Bill: A Balancing Act

The speech reiterated the government’s commitment to the Renters (Reform) Bill, signalling a renewed focus on the rights of tenants and the concerns of landlords. A notable highlight is the pledge to abolish Section 21, commonly known as “no-fault evictions,” a commitment that has been in the spotlight since the Queen’s Speech in 2019.

However, the timeline for implementation remains uncertain. The King’s Speech provided no further clarity on the criteria and deadlines for the significant court process reforms required before Section 21 can be abolished. Letting agents and landlords should stay vigilant for updates, as these changes will reshape the dynamics of the rental market.

Leasehold Bill: A Path to Fairness

King Charles III emphasised the government’s dedication to making homeownership more accessible by introducing a Leasehold Bill. The proposed reforms aim to streamline the process of buying the leasehold of a property and alleviate the burden of “punitive” service charges.

Estate agents need to monitor the legislative landscape, anticipating reforms such as simplified procedures for leaseholders to purchase the freehold or extend their leasehold. The introduction of a cap on ground rent at 0.1% of the freehold value could transform the leasehold market, while changes to ownership requirements may lead to a future where all houses are sold as freehold.

Net Zero and Energy Efficiency: A Green Commitment

The government’s unwavering commitment to achieving Net Zero emissions by 2025 is a pledge with broad implications, including significant changes in the property sector. King Charles III expressed the government’s desire to “safeguard energy independence” and invest in renewable energy sources.

For landlords and homeowners, the initial requirement to upgrade properties to an EPC C rating by 2025 on new tenancies, and 2028 for all tenancies, faced a revision in September 2023. Prime Minister Rishi Sunak announced the relaxation of these targets, relieving landlords and homeowners from the original deadlines. However, the commitment to energy efficiency and the transition to renewable sources remains a focal point in the government’s agenda.

As we navigate through this new era under King Charles III, the landscape of the property market is set to undergo significant transformations. Letting agents and landlords must stay informed and adapt to these changes to ensure a smooth transition into a more tenant-friendly, fair, and sustainable future.
